Cambodia Revokes Casino Licences Over Chen Zhi Connections
Cambodia recently revoked several casino licences. These revocations occurred across Sihanoukville, Kampot, and Koh Kong provinces. The government cited strong connections to businessman Chen Zhi as the primary reason. This decision highlights a push for greater transparency within the nation’s gaming sector. The General Secretariat of the Commercial Gambling Management Commission of Cambodia (CGMC) confirmed the action. Authorities revealed that many of the affected licences were tied to Chen Zhi, chairman of the Prince Group. He was previously known by the alias “Deng Pibing.”
Transparency Concerns Drive Licences Revocations
The primary reason for the Cambodia casino licence revocations was a lack of transparency. Officials found that the listed owners often failed to provide necessary documentation. This obscured the true beneficial ownership of the casino operations. Investigators specifically scrutinised operations linked to Chen Zhi and his past identity.
The CGMC identified that some licence holders presented questionable paperwork. Others simply did not meet regulatory standards. This situation raised red flags for the government. They aim to ensure that all gambling operations are legitimate and accountable.

Allegations Against Chen Zhi and Prince Group
Chen Zhi, through his conglomerate Prince Group, is a major investor in Cambodia. His company has interests in real estate, aviation, and hospitality. However, his business dealings have faced scrutiny. The US State Department, in its 2022 Trafficking in Persons report, highlighted concerns. It identified him as the chairman of Cambodian New Urban Development. This entity was linked to criminal activity, human trafficking, and online scam operations.
The report also referenced his former alias, “Deng Pibing.” It detailed how these operations often exploited vulnerable individuals. Prince Group denied these allegations through a spokesperson. They maintained their commitment to ethical business practices. The group stressed its legal compliance within Cambodia.
Future of Cambodia’s Casino Landscape
The number of licensed casinos in Cambodia has significantly decreased. There were 150 licences active before the 2019 online gambling ban. By the end of 2023, this figure dropped to just 78. This trend suggests a tightening of regulatory control. It also indicates a shift towards a more regulated and transparent market.
