Cambodia Revokes Casino Licences Over Alleged Ties to Chen Zhi
The Cambodian government has initiated a significant crackdown on the nation’s gambling sector, announcing the revocation of multiple Cambodia casino licences. The crackdown specifically targets seven casino operations. Six of these were located in the coastal city of Sihanoukville, a major hub for gambling establishments. Four of these six Sihanoukville licences were reportedly controlled by entities associated with Chen Zhi. Additionally, one casino in the Koh Kong province also saw its licence revoked, reinforcing the breadth of the government’s investigative reach.

Chen Zhi, often referred to as “Prince” Chen Zhi, holds substantial influence across various sectors in Cambodia. Reports from 2023 indicated that Interpol had issued a Red Notice for Chen Zhi, an international alert seeking the location and arrest of individuals. Furthermore, his assets had been frozen in various jurisdictions, including Singapore and Thailand. These actions were taken amid allegations of involvement in illicit gambling activities and transnational organised crime.
Government’s Stance on Industry Reform
The Cambodian government asserts that these revocations are part of a broader initiative to cleanse the casino industry. They aim to combat illegal gambling operations, human trafficking, and online scamming activities that have plagued certain parts of the country. Prime Minister Hun Manet emphasized that the government is upholding the rule of law and is determined to create a transparent and legitimate business environment.
This is not the first time Cambodia has taken stringent measures against the gambling sector. In 2019, the government banned all forms of online gambling, a move that significantly impacted the industry and led to the exodus of many Chinese-run operations.
