Bally’s Corporation has unveiled ambitious plans for a massive $3.5 billion mixed-use hotel and Bally’s casino project in Tempe, Arizona. The proposed development would be situated near the Arizona State University (ASU) Phoenix Municipal Stadium. This complex venture aims to secure one of Arizona’s coveted tribal gaming compacts, which are essential for operating a casino in the state.

The comprehensive project is envisioned to span over 120 acres. It promises to transform the area into a vibrant hub. However, its realization hinges on a crucial partnership with a local Native American tribe. This collaboration is necessary to obtain the required gaming license under Arizona’s unique regulatory framework.

Project Scope and Amenities

The proposed development is far more than just a casino. It represents a significant investment in diversified amenities. Plans detail a luxurious 480-room hotel, designed to accommodate both leisure and business travelers. The integrated casino floor is slated to feature 1,200 slot machines and 150 table games, offering a full range of gaming options.

Beyond gaming and lodging, the project would introduce substantial residential and commercial spaces. Over 1,000 apartment units are planned, alongside 1.5 million square feet dedicated to commercial use. This commercial space could host a variety of businesses. Additional features include extensive retail areas, ample green spaces, a state-of-the-art conference center, and even a museum. The developer behind this vision is David Cordish, known for his work on the Live! Casino & Hotel properties, suggesting a high standard of entertainment and hospitality.

Arizona’s Evolving Gaming Landscape

Arizona’s gaming market is currently dominated by 24 tribal casinos, all operating on reservation lands. The path for this Bally’s casino project stems from Arizona’s recent gaming expansion bill, SB 1794. This legislation permits the development of up to four new casinos, including potentially two within the competitive Phoenix metropolitan area. Such a development would mark the first time a private-sector casino operates on non-tribal land in Arizona, a significant shift in the state’s gaming policy.

Bally’s Corporation is actively seeking a tribal partner to navigate these regulatory complexities. Securing a compact with a federally recognized tribe is the critical next step. This partnership would allow Bally’s to apply for one of the new casino licenses. The competition for these limited licenses is expected to be intense, with other gaming companies also eyeing expansion opportunities in the lucrative Arizona market.

Economic Impact and Community Considerations

The company projects substantial economic benefits from the development. Estimates suggest the creation of approximately 3,000 construction jobs during the building phase. Once operational, the mixed-use complex is expected to provide around 3,000 permanent jobs. These roles would span across hospitality, gaming, retail, and other sectors within the expansive property. Furthermore, the development is anticipated to generate new tax revenues for the state and local governments, while boosting tourism in the region.

Despite the potential economic upside, the project’s location near the ASU campus could draw scrutiny. Bally’s emphasizes its commitment to being a “good neighbor” and integrating positively within the community. The comprehensive nature of the proposal, encompassing diverse amenities beyond gaming, aims to offer a broad appeal. It seeks to become a destination for a wide range of visitors and residents alike.
